The Università di Bologna is responsible for the scientific direction of the project and applies a uniform methodology that allows the creation of a continuous mechanism for comparative analysis of the role of SMEs in each region. The model proposed by the FOP rescues the fruitful Italian experience (Italian Observatory of SMEs of the ExMediocredito Centrale, currently Gruppo Capitalia) and European (European Observatory of SMEs) for the territorial development of SMEs.
